The safety of our youths is of great importance to us. If you cannot eliminate the problem at hand by contacting the parents of the youths, you should call us so that we can take appropriate action.

The traffic ticket or appearance ticket will list the name of the court along with the time and location of your court date. There are 4 courts located within the Town of Manlius. They are located as follows:

In the Town of Manlius and the Villages of Fayetteville, Manlius and Minoa, there is no parking on any roadway from 1 a.m. until 7 a.m. between the dates of November 1 through April 15. These parking regulations are meant to expedite the removal of snow from roadways during winter months. Violations may result in ticketing and or towing of your vehicle.

If you are stopped by a police officer, you should understand that the officer must take necessary steps to ensure his or her safety. If you are stopped:
- Pull as far over to the right side of the roadway as possible.
- Stay in your vehicle unless you are otherwise directed.
- Place your hands on the steering wheel in view of the officer.
- If it is dark, turn on your dome light.

The officer may ask for your driver license, vehicle registration, and proof of insurance. If these items are located in an unusual place, advise the officer of this prior to reaching for the item. The officer will state his or her reason for stopping you. You may disagree with the officer and are free to explain your reasoning, but you should not become confrontational with the officer.

The officer may issue you a traffic ticket which will contain information on you, the vehicle you were driving when you were stopped, the location of the alleged offense, and a date, time and location for a court appearance. If you wish to plead guilty to the offense, you may mail the traffic ticket to the returnable court listed on the ticket. If you believe that you are not guilty of the offense, you may explain this to the judge at your court date.

If you think someone may be missing, contact law enforcement immediately by dialing 911. It is a myth that you must wait 24 hours to report a missing person. Investigation regarding missing persons present a genuine challenge to law enforcement and quick reporting can help. The Manlius Police Department will investigate all persons reported missing until the person is found or has been determined to be a voluntary missing adult.

Town of Manlius Police Officers are committed to and have received extensive training in the standards of conduct by which they are expected to conduct themselves. If you feel that an officer exceeds these standards, you may submit a letter to the Chief of Police requesting that the officer be commended. Your letter of appreciation will be forwarded to the officer and a copy of the letter will be placed in the officers personnel file.

If you feel that an officer has conducted themselves in an inappropriate manner, you may report such actions to the Police Department by telephone or in written form. If you wish, you may remain anonymous. A supervisor will process the complaint, and the complaint will be fully investigated. If the complaint received is not anonymous, the complainant will be notified of the outcome within 30 business days.

If you are a victim of a crime that occurred within the Town of Manlius, you should report the crime as soon as possible by calling 911, or you may come into the Police Department to file a complaint. We do not take reports over the phone. If the crime occurred outside the Town of Manlius, you need to contact the police agency within that jurisdiction to report the crime.

When this Police Department receives your complaint, we will ask the particulars of the incident. In most cases, we will ask you to provide a supporting deposition so that we can proceed with criminal charges if an arrest is made. Your participation in the investigation is crucial and we will maintain contact with you throughout the investigation. If you discover information that may assist in the investigation, you should contact the Police Department immediately. If an arrest is made, we will forward a copy of all relevant reports to the Onondaga County Districts Attorneys Office and we will testify in court as required.

The DA's office is responsible for prosecuting the person(s) arrested for the crime and therefore would likely contact your for additional information. You may also contact the DA's office to determine the prosecutorial status of the arrest. Persons under the age of sixteen (juveniles) are handled by the County Attorney's office.

If you are involved in an incident in which a police report was taken, you may request a copy of that report from the Town of Manlius Police Department. In some cases, certain reports or portions thereof are not available. If you call the records section at (315) 682-2212 they will be able to determine if the report is complete and if you are eligible to receive a copy. You may need to provide a written request for the report. Reports can not be faxed, but can be mailed if you provided a self addressed stamped envelope.

We will do this if it is in our right of way (within 25-30 feet from the center of the road depending on location of road). Otherwise, you are responsible for taking care of this matter.

We will grind stumps if they are located in our right-of-way.

Blue bins can be picked up at the town highway garage weekdays between 7 a.m. and 3 p.m. Only 2 bins allowed per household.

The town Highway Department does not pick these up nor are we responsible for the disposal of these items. Call OCCRA at 315-453-2870.

We will come and remove the dead deer if it is a Town owned road (named roads). Dead deer on state and county roads should be referred to them.

If it relates to drainage on a town road, we will add it to our list of items to fix. If it relates to a water delivery problem, then they should call OCWA at 315-455-7061.

You should call Onondaga County sewer maintenance at 315-435-3157.

We have one full-time roadside mower that mows continuously all summer long. We will mow all town owned roads about 3 times during the summer season.

Yes, you may bring brush (and Christmas trees) here to drop off, and we will grind them into mulch.

There is a limited supply of free mulch here at the town Highway Department available for town residents to pick up. Residents are responsible to load their own mulch.

Your neighbor may live on a state, county, village, or a neighboring town highway.

Our plow routes take approximately 3.5 - 4 hours to complete. Your road will be addressed sometime during each plow run.

Even though it is not legally required, we will gladly fix your mailbox if it is hit by one of our plow trucks. We are not responsible to repair mailboxes damaged by private driveway plows.

We do not intentionally plow more snow in your lawn than your neighbor’s lawn, but depending upon your location, this could happen.

When paying traffic fines in person, we accept cash or MasterCard and Visa credit/debit cards. No personal checks are accepted. Fines can also be paid through the mail with money orders or by using the bottom portion of the invoice for payment by MasterCard and Visa credit/debit cards. We can not accept payments by phone or by Fax. If payment is made by credit/debit card, a 2.99% fee is incurred for processing.

You may answer minor traffic infractions by mail. A misdemeanor charge requires a personal appearance. See information relating to

There is a mandatory State Surcharge of $93 on all traffic infractions, and $63 on equipment infractions. The Judge will impose fines as provided by law.

No, you do not need an attorney for a small claims case.

That will be determined by the Judge at your court appearance.

- From 690 East, continue on 481 S to Exit 3E.
- Follow the signs to Fayetteville, continuing on Route 5 past the Fayetteville Town Center.
- When you reach the top of the bridge, turn left onto Brooklea Drive, at the stop sign bear right.
- When you reach the Town Hall, you will see signs directing you to the Court.

From the thruway, take Exit 34A to 481 S to Exit 3E. Then follow the directions above.

If a property is within a flood zone, you may be required to purchase flood insurance when buying, building or improving structures on that property. Additionally any building or improvement of structures will be subject to special requirements, depending on the exact nature of the project. You should call or visit the Planning and Development office before undertaking any building project if you think your property is in a flood zone.

The Town of Manlius administers the Flood Hazard Mapping Program. The Town can help you locate your property on the flood zone maps; however, we need a survey of the property in order to make this determination. If your property has been found to be in the flood zone by FEMA, even if the Town of Manlius determines that it is outside the flood zone, you must go to FEMA to be removed. FEMA will not remove you from the flood zone based on the fact it is the Town of Manlius's opinion that your property is outside the flood zone. You must provide the documentation that FEMA requests to be removed.

The County and Town taxes are sent out the end of December and are due January 31st. This tax bill covers from January thru December of the current year. The School taxes are sent out the beginning of September with the due date varying from year to year depending on when they are mailed out. Thirty days are allowed for the collection. The School tax bill covers from July 1st of the current year thru June 30th of the next year.

County, Town and School Taxes for the town of Manlius are collected at the Receiver of Taxes Office, 301 Brooklea Dr. Fayetteville NY 13066. Tax payments that are not delinquent should be made payable to Laura Peschel, Reciever of Taxes. Town and County taxes are collected January 2nd through March 31st and School Taxes are collected from September 1st through October 31st. Delinquent tax payments are payable to the Onondaga County Chief Fiscal Officer, 421 Montgomery St. PO Box 1004, Syracuse NY 13201-1004. Town and County tax payments should be payable to the County after March 31st and School taxes are payable to the county after October 31st. 

Penalty dates should be verified with the Receiver of Taxes as those dates fluctuate on a yearly basis. 

Yes. Credit or Debit Card payments must be made in person or paid online at taxlookup.net  and they will also be charged a 2.65% user fee. E-checks are now available online only at taxlookup.net for a $1.50 service fee. 

Yes. For the Town & County a partial payment can be made at anytime and be any amount, penalties do apply on any payment that is made after the penalty free period ends. The first partial payment may be any amount at any time.  There may be four payments for County & Town taxes and three payments for School taxes. Each payment after the due date must include current penalties only on the remaining balance that is due. No partial payments may be accepted on properties with delinquent taxes, unless in a current installment agreement at the county. All payments made after the close of collection at the town have to be made in full at the county.

For School Taxes the first partial payment maybe any amount and must be made during the penalty free period. 

Yes, we accept US Postal postmarks, Fedex, Airborne, UPS, Brown and DHL. Mail postmarked with the due date is accepted. Metered mail DOES NOT constitute a postmark.

According to the current law it would be late as it could not be postmarked on the due date. Online banking gives the number of days it takes to process the payment. Leave enough days for the payment to be in the office on or before the due date as the envelopes do not come postmarked and are not accepted.

The Town of Manlius owns no parks. However, there are parks within the Town that are owned by other governmental agencies.

Yes, the company that we use to take credit card payments charges a non-refundable fee of 2.9% plus $0.30 per transaction. You can register for multiple programs in one transaction. If you want to avoid this fee you may still mail or bring in a check to pay for the program at the Town of Manlius Recreation Office. Please be sure that your profile is done online at RecDesk before mailing in a check.

Any Town of Manlius residential property owner of a 3-family or less home and who does not live inside any of the Villages of Fayetteville, Manlius or Minoa. If you live in any of these villages, you must contact your local Department of Public Works for information on your trash and/or brush districts. For more information, please contract the Town of Manlius Trash and Brush Coordinator at (315) 637-8815.

The annual charge for trash enrollment is $361 for a single family, $722 for a two-family and $1083 for a three-family house. Brush enrollment is $65.10.

The charge(s) after enrolling is/are for the district(s) you are enrolled in will appear annually on your January property tax bill. If you join mid-year, there is a prorated charge for the Trash District only; there is no proration for mid-year brush enrollment.

Once enrolled there is no mid-year cancellation/reimbursement. In order to no longer have a trash and/or brush charge, you must notify the Town of Manlius Coordinator in writing by September 1 to cancel either of these services and the effective date will be January 1 of the following year.

For trash and/or brush pickup problems please call Syracuse Haulers first to try to resolve your problem. If you do not obtain a solution to your problem please contact the Town of Manlius Trash and Brush Coordinator.

Syracuse Haulers will provides residents with the standard 95 gallon carts, one trash and one recycling. If you are interested in smaller totes or an additional set, you will need to contact Syracuse Haulers to request them, their phone number is (315) 426-6771.

If containers have not been delivered to you, please contact Sharon Lake at (315) 637-8815 to make sure you are signed up for trash service.

To have your trash and recycling picked up, wheel the provided garbage carts to the end of your driveway and turn them so that the handle is facing your house.  Syracuse Hauler's equipment requires spacing between the two carts to allow the arm to grab them.  The containers should closed all the way to ensure all the contents make it in to the truck.  If you have additional trash that doesn't fit in the containers, you can contact Syracuse Haulers at (315) 426-6771 to arrange for additional pickup for a fee.

ALL YARD WASTE MUST BE CONTAINED AND/OR BUNDLED. LOOSE PILES OF YARD WASTE WILL NOT BE PICKED UP. There is no limit on the amount of brush you may put out. If you are planning on having a lot to dispose of on a pick-up day please give Syracuse Haulers a ‘heads up’. The weight limit for brush/yard waste is 50 pounds per container. Please do not use plastic bags to hold your yard waste. Use either the biodegradable paper bags and/or rigid containers (even an old trash can is acceptable. Make sure the lid is off so that the hauler knows it is brush and not trash). Sticks/branches must either be in a rigid container or bundled with string or hemp twine. No wire please. In addition, any sticks/branches must not exceed five (5) feet in length or three (3) inches in diameter. Anything bigger requires a fee for pick-up. In this situation, please contact Syracuse Haulers to find out the charge and to arrange a pick-up date. Another option for disposing of your branches and trunk pieces is to take them to the Town of Manlius Highway Department where, from 6:30am to 2:30pm, Monday through Friday. There is an area available to dump these items at no charge. Please contact the Town of Manlius Highway Department at 315-656-3090 for more information (absolutely no landscapers are allowed to dump at the Town of Manlius Highway Garage.)

There is no official large- item- pick-up day in the Town of Manlius (for residences located outside of a village). For a fee, Syracuse Haulers and OCRRA can help you dispose of most of these items. Please contact either for details and fees. FYI: any item(s) you want to dispose of through OCRRA must be transported to them. They do not pick up items. Visit their website for guidance or call (315) 453-2866. If you would like to have Syracuse Haulers come to your residence to take something away call them, tell them what you have to dispose of and they will tell you the cost and when they will be there to pick it up.

The Town of Manlius and the three villages of Fayetteville, Manlius and Minoa have laws that require all dogs be leashed or confined. Dogs must also be licensed and licenses can be obtained at the Town Clerks office. You may report violations of these leash or license laws to the Town of Manlius Dog Control Officer at 637-3521.

The Town of Manlius will own and maintain sidewalks.

The Town of Manlius will arrange for snow removal.

You will need to fill out the Neighborhood Sidewalk Program Application with a petition from 65% of property owners in support of forming the district to start the process.

The Town Board decides who benefits from the specific project and what parcels would be included.

A permissive referendum is a petition that requests a vote to be held. The referendum petition must be signed by at least 5% of the owners in the proposed district or by 100 property owners, whichever is less. Property owners would have 30 days to pass this petition after the Town Board voted to create the sidewalk district. Then the district would be subject to a vote.

Adding sidewalks to your neighborhood has no impact to your assessment because a sidewalk is for public use.
