Selection Process
It is the policy of the Town of Manlius Police Department to recruit and select the best qualified candidates for positions in accordance with the following:
- New York State Civil Service Law
- New York State Executive Law
- New York Codes, Rules and Regulations
- Other applicable laws and regulations
- Onondaga County Department of Personnel Rules for Classified Service
- Americans and Disabilities Act of 1990
Entry Level Police Officer Positions
Entry level positions are filled from certified lists established by the Onondaga County Department of Personnel.
Lateral Transfer
Lateral transfer candidates must meet all criteria established by New York State Civil Service and the Onondaga County Department of Personnel.

Non-sworn personnel are a valuable component of the Town of Manlius Police Department, and are utilized to support day to day operations. The civilian support staff enables sworn personnel to do their jobs more efficiently, effectively and safely.
Job Classifications
The following non-sworn job classifications exist within the Town of Manlius Police Department:
- Automotive Mechanic (Non-Competitive Class)
- Clerk I (Competitive Class)
- Community Service Officer (Competitive Class)
- Laborer I (Laborer Class)
Qualifications
Minimum qualifications for appointment to the above positions are established by New York State Department of Civil Service and include:
- Conviction of a misdemeanor or other offense to include traffic violations (may bar appointment)
- Must be of good moral character with no conviction of a felony
- Must successfully complete a polygraph examination prior to appointment
- U.S. Citizenship
- Valid New York state driver license

Exams
The New York State Department of Civil Service develops all exams for sworn and non-sworn personnel classifications as well as the physical agility examination for police officer candidates, and provides them to the Onondaga County Department of Personnel for local administration.

The Onondaga County Department of Personnel establishes and governs procedures for:
- Administering written and physical agility exams
- Canvassing and appointments from certified eligibility lists
- Receiving and processing an application for employment
- Retesting and re-application
