Request for Proposal: Construction Management Services
Notice is hereby given that the Town of Manlius is requesting sealed proposals for construction management services to assist with the renovations and additions to their existing highway garage at 5970 Clemons Road, East Syracuse, New York. Proposals will be received by the Town Clerk of the Town of Manlius at the Town Hall, 301 Brooklea Drive, Fayetteville, New York 13066 until 3:00 pm on Friday, November 22, 2024.
Project Summary
Preliminary site plan, floor plans, and elevations of the proposed work are attached. The Project is summarized as follows:
A. An 8,115 SF Parts & Maintenance Addition:
- A 7,965 SF pre-engineered metal building with a 150 SF connecting link to the existing garage.
- (3) vehicle bays and (1) parts bay.
- 5-ton bridge crane.
- Radiant in-floor heating.
- HI-R CMU walls to 8’ AFF; metal siding above
- Standing seam metal roof with 1:12 slope.
- FFE=413.0; designed for wet flood proofing with removable aluminum flood panels.
B. A 2,450 SF Office & Locker Room Addition:
- Constructed with load-bearing light gauge metal stud walls and roof trusses.
- FEE=414.50; designed for dry flood proofing.
- Interior concrete ramps from exterior grade and the existing garage to the main FFE of the addition.
- CMU to 4’ AFF; metal siding above.
- Standing seam metal roof with a slope of 3:12.
- Fixed aluminum storefront windows.
C. Interior Renovation of 2,711 SF of Existing Space:
- Expansion and renovation of the foremen’s office.
- Demolition of existing bathrooms and office. Expansion and renovation of the staff “ready room”.
- Conversion and renovation of the former maintenance bay to a training room with storage areas and ramp.
D. Exterior Improvements & Sitework:
- Add new windows to the foremen’s office.
- Cut new openings into exterior walls to connect both additions to the existing garage.
- Asbestos abatement (existing CMU has vermiculite fill; Items 1 & 2 above require abatement).
- Paint exterior of windows to remain.
- Re-route some utility lines currently secured to the existing siding.
- Reconstruct the main parking lot as shown, without impacting the existing leach fields.
- Provide a concrete foundation for a new emergency generator (to be installed by others).
- Modify the site around the Parts and Maintenance addition as shown.
Currently the Project Team (Schopfer Architects, Building Energy Solutions, Pathway Structural Engineering, and Plumley Engineering) is preparing construction documents to be completed by early December. The Town’s intention is to issue documents to bidders in mid-December, receive bids at the end of January, and start construction in the Spring of 2025.
Scope of Construction Management Services:
The scope of services will be as generally set forth in A.I.A. Document C132-2019, Standard Form of Agreement Between Owner & Construction Manager as adviser. The Construction Manager will be responsible for Construction Phase services and for the following Pre-construction Phase services:
- Review drawings and specifications prepared by the Project Team.
- Conduct a pre-bid meeting with Architect and bidders in early January.
- Assist the Architect with answering questions from bidders.
- Review bids and make recommendations to the Owner for award of contracts for construction.
- Make value engineering recommendations.
- With input from the Owner, the Architect, and the selected Contractors, prepare a preliminary construction schedule and update the schedule monthly.
General Information/ Requirements for Submission:
As an initial submission prior to interview, firms are requested to submit a letter of interest with 3 copies of your completed proposal to include:
- Qualifications of Consultant:
Consultant shall demonstrate substantial qualifications in similar projects. Provide a listing of projects of similar nature (size, scope, dates, costs, etc.) with special attention to addition and renovation projects. Provide a listing of appropriate references of comparable projects.
Identify those staff personnel to be assigned to perform the Pre-Construction Phase and Construction Phase services for the Project and a statement of your firm’s availability to service the Project in the time required. Provide a listing of qualifications and experiences of those assigned to the Project.
Submit a fee proposal (% of construction costs) for the following services:
- Construction Management Services:
- Pre-Construction Phase
- Construction Phase
- Considerations will be given to those firms that:
- Are experienced with projects of a similar scope and nature, specifically managing municipal projects.
- Exhibit strength of references from providers for which the proposer has successfully undertaken similar services.
- Submit a favorable overall compensation proposal.
- Successfully complete the interview process.
