REQUEST FOR LETTERS OF INTEREST
TO Provide A
BUILDING CONDITION ASSESSMENT
And
COMPLIANCE RECOMMNEDATION

 The Town of Manlius, New York (the “Town”) is seeking proposals from qualified firms with demonstrated professional competence and experience to provide all labor, equipment, goods and supplies necessary to provide a Building Condition Assessment and Compliance Recommendation for the Town of Manlius Town Hall at 301 Brooklea Drive, Fayetteville in Onondaga County, NY.

SUBMITTALS
Submittals are due no later than Wednesday, July 17, 2024 at 4:30 p.m.  Please submit one hard copy to Ann Oot, Town Manager at 301 Brooklea Drive, Fayetteville.  Also, please provide a submission via email to Supervisor John Deer at jdeer@townofmanlius.org and Town Manager Ann Oot at aoot@townofmanlius.org.

BACKGROUND
The current Town Hall was built in 1962 and an addition was built in 1980.  The object of this Building Condition Assessment and Compliance Recommendation is to determine what repairs, additions and/or retrofits would be needed to bring this building into basic compliance with the Americans with Disabilities Act and the standards of Unified Court System and to make this building functional and comfortable for both employees and visitors for at least twenty more years.

SCOPE OF SERVICES
The issues for which the Town would like the condition assessed include:  

  • Roof
  • Foundation
  • HVAC
  • Energy Efficiency
  • Accessibility
  • Safety

The Town anticipates that the recommendations will include a building addition that will include an elevator.

Please provide a general estimate of the cost to repair/upgrade/build using 2024 dollars and  communicate any additional expenses that the town needs to anticipate based upon remaining useful life of building components.

Please feel free to recommend additional assessments that, in your judgement, are warranted.  Please break these out as optional services with discrete pricing. 

The Building Condition Assessment and Compliance Recommendation needs to be delivered to the Town by September 18th by 4:30PM.

An electronic file of architectural drawings will be made available.  The Town Hall is open for inspection Monday-Friday 8:30-4:30.  Town staff will provide requested documents in a timely manner.

SELECTION PROCESS

A Selection Committee will review of the proposals for recommendation to Town Board. The Selection Committee is expected to include the Town Supervisor, Town Manager and two Councilors. 

The Selection Committee shall rate each submittal based upon the following factors:

  1. Responsiveness and clarity of the proposal
  2. Experience with similar projects
  3. Past experience working with municipal governments
  4. Cost of Services
  5. References

The Town Manager will notify all firms that submit a letter of interest of the Town Board’s decision by July 26, 2024.   

The Town reserves the right to reject any and all proposals and to waive any irregularities or informalities. This RFP does not commit the Town of Manlius to award or contract, nor pay any costs incurred, in the preparation and submission of proposals in the anticipation of a contract. The Town intends to select a firm that demonstrates, in the Town’s sole opinion, that it is the most highly qualified firm to provide the Scope of Services described in this RFL based upon its demonstrated competence and qualifications and that provides the best value to the Town. With the most highly qualified firm, the Town will negotiate a contract for the provision of those services at a fair and reasonable price. If a negotiated agreement cannot be reached, the Town may terminate negotiations with the most highly qualified firm and open negotiations with the firm which demonstrates the next highest degree of qualification, and so on until a contract is achieved. The Town will not bear any expense for the preparation or submittal of the proposals. The Town retains all rights to solicit and enter into agreements with firms for additional services or projects deemed necessary by the Town.
