Meeting Highlights from the Clerk – 07/09/2025
Oath Office - TMPD
Chief Cassalia introduced Officer Heyman. Officer Heyman just recently graduated from the Black River St. Lawrence Police Academy as Valedictorian of his class. Town Clerk Grevelding performed the Oath of Office with Officer Heyman.
Open Podium
Dan Ryan of Fayetteville inquired about National Policy Vs. Local Policy in regard to TMPD and wearing masks. Mr. Ryan voiced concerns regarding public safety. Chief Cassalia took a moment to address the concerns that Mr. Ryan brought forward.
Town Highway Department Addition/Renovations Update
Gregg Grates the construction manager from CHA for the additions and renovations at the Town Highway Department was present to give an update on the project.
Public Hearing – Proposed Local Law Amendment – Chapter 155 Section 20.2 of the Town Code Entitled Planned Units Development
The public had the opportunity to speak in favor or opposition as well as ask the Board questions about the project. The proposed amendment was sent to the Onondaga County Planning Board for their review and recommendations. The public hearing will remain open for a future meeting.
Final Order – Enders Rd Sidewalk District
The Board made a motion to adopt the final order forming the Enders Road Sidewalk District, subject to final Comptroller Approval.
LaBella Survey Proposal – Enders Road
The Board made a motion to approve the proposal from LaBella for Professional Survey Services for Enders Rd in the amount of $41,400.
Decommissioning Agreement – Solar Project – 7869 Peck Rd.
The Board authorized the Town Supervisor to Execute a Decommissioning Agreement related to the Solar Development at 7869 Peck Road, subject to final legal approval.
Town Hall Emergency Maintenance Repairs
The Board authorized the replacement of the fire panel at Town Hall in the amount of $6,507.92 and approved the proposal from WCA Roofing & Sheet Metal Co. for repairs to the roof at Town Hall up to the listed amount of $132,950.
RFP – Planning Services – Climate Smart Zoning Project
The Board authorized the publication of the request for proposals for planning services regarding the Climate Smart Zoning Project.
RFP – Dog Control Services
The Board authorized the publication of the request for proposals for Dog Control Services.
Town Highway Permit – Verizon – Dartmoor Crossing
The Board authorized the Town Supervisor to sign the highway department permit application submitted by Verizon New York Inc to direct bury 214-feet of 2-inch innerduct along south side of Dartmoor Crossing to existing pedestal as shown on attached map.
Employee Assistance Program – Contract Renewal
The Board approved the Employee Assistance Program agreement between the Town of Manlius and Employee Services LLC dba ESI Employee Assistance Group effective July 1, 2025 – June 30, 2026.
Incode – Contract
The Board authorized the Town Supervisor to sign the Amendment with Tyler Technologies removing unused services from the agreement dated June 5, 2023, effective June 13, 2025, subject to final legal review.
Other Business
Councilor Italiano announced that the Musical ‘All Shook Up’ will be held July 17, 2025 through July 19, 2025.
Councilor Kriesel announced that the Economic Development Business Roundtable was a success, with approximately 50 people in attendance. She noted that she is looking forward to the Economic Development Leadership Roundtable scheduled for July 10, 2025.
Councilor Nicholson informed the Board that the Watershed Stewards have created a subcommittee to review the Town Code and will have suggestions for the Board in the near future.
